Legal Regulation of Fuel Dispenser
 Fuel dispenser is a volumetric measuring equipment for the dispensing oil to the vehicle of motor. It’s accuracy or not affect the economical interest of customers as well as operators. it compose one of the compulsory measuring apparatus in accordance with the national regulation.
  Compliance with the <law of metrology>, confirmation of the assortment、premier inspection、backup test and random inspection.
  
   3.1    targeted inspection、 sample test and batchconfirmation
It’s only permitted to produce and sell only when all the new product should be subjected to the performance test with the sample and can meet the requirement
   3.1.1  Targeted inspection
       Targeted inspection: The concerning technical inspection institution implementer a series of tests which consist of the overall inspection, test and check to all the new measuring products and imported products, ensuring that those will be worked well under the normal condition and their lifespan. It’s also a process of objective guarantee to the measuring apparatus to offer exact technical support and data for the purpose of confirmation to the measuring equipment by the concerning metrology department.
  3.1.2   Sample test
         Sample test:  the government metrology department implement the test、jugement and confirmation to all the premier released measuring products which is made by all the applied units throughout the china. It aims mainly to the new released products adopted to the old models as well as the transformed ones. It’s re-ensure to the premier release measuring apparatus which come from old confirmed version by the means of re-examination to the other units. The certificate will be granted after that success.
  3.1.3  differentials
         The concerning executive department different: The technical institution exclusively granted by the state metrology bureau for the batch inspection. In turn the sample test certificate is granted by the local provincial metrology department’ subsidiary or the technical institution granted by the state metrology bureau alternatively.
          The first one aims to confirm that the assortment of the measuring apparatus will comply to the state regulation and its performance will be advanced, convenient while the goal of sample test is to ensure that all the technical features would meet the requirement of the old-version ones.
          The measuring apparatus through the batch inspection are permitted to use the logo of that certificate while it’s not allowable in the condition of sample test.
          The measuring apparatus granted with the batch test is susceptible to be empted from the tax and apply to the relative rewards while it’s not possible in the condition of sample test.

3.1.4   The targeted inspection and sample test of fuel dispenser
        According to the regulation JJG44398, some items of the batch inspection and sample test of fuel dispenser are edited as below:
         The manufacturer should apply to the batch inspection or sample test for its new released fuel dispenser.
         The local provincial governmental metrology bureau should be the responsible to all those applications.
         Some main accessories, cited below should be subjected to the batch inspection or sample test separately:
             Flow meter( measuring transformer and indicative device)
             Vapor recovery
             Hose

 No modification and adjustment to the certified assortment is allowable.
